PhonePe Takes UPI Beyond Smartphones

PhonePe has expanded UPI payments beyond smartphones with the launch of UPI 123Pay for feature phone users. The move is aimed at people who use basic handsets or live in areas where mobile internet is unreliable, giving them another way to make digital payments without depending on a smartphone or an active internet connection.
The new service could be important for India’s large feature-phone audience, particularly across rural and semi-urban regions. PhonePe says its solution is designed to work with limited 2G connectivity and can handle payments through mobile numbers, UPI IDs and QR codes on compatible phones.
PhonePe Targets Feature Phone Users
For years, UPI payments have been closely associated with smartphones, mobile apps and internet connectivity. That has made digital payments less convenient for people who continue using traditional keypad phones.
PhonePe is now trying to change that situation with UPI 123Pay, which brings selected UPI functions to feature phones. The company says more than 200 million feature-phone users in India could potentially benefit from the service.
The service is initially being made available through select devices from Nokia, HMD, Lava and Itel. These handsets can come with the payment functionality pre-installed, while PhonePe expects additional handset manufacturers to join the initiative over time.
This approach is different from simply asking users to download another application. Since compatible phones can have the service already available, the process becomes more accessible for people who may not regularly use smartphones.
How Offline UPI Payments Work
The interesting part of the new system is its dependence on an SMS-based architecture. PhonePe says the technology is designed to support transactions even in locations where connectivity is limited to 2G networks.
That does not mean the phone needs to be completely disconnected from every mobile network. Instead, the system is designed to avoid requiring mobile internet for the payment process.
Users can send money to another person by using their mobile number or UPI ID. Merchant payments are also supported through UPI IDs, while compatible feature phones with cameras can provide a Scan and Pay option for QR-based transactions.
This makes the feature especially useful in situations where a smartphone is unavailable or mobile data is weak. A person may still be able to complete a payment using the basic handset already in their pocket.
What Users Can Do
The first version of PhonePe UPI 123Pay focuses on essential payment and account functions rather than trying to reproduce every smartphone feature.
Users can make peer-to-peer payments through mobile numbers and UPI IDs. They can also make peer-to-merchant payments using supported UPI options. On compatible camera-equipped feature phones, QR codes can be scanned to complete payments at participating merchants.
The service also provides access to basic account information. Users can check their bank account balance and view transaction history directly through the feature-phone interface.
PhonePe has indicated that additional services are planned for future updates. These include bill payments, mobile recharges and Aadhaar-based onboarding for UPI.
That means the current launch is more like the beginning of a broader feature-phone payments ecosystem rather than a complete replacement for the smartphone experience.
Setting Up UPI 123Pay
Getting started does not require users to own a smartphone. The registration process is designed around the pre-installed PhonePe service on supported feature phones.
First, users need to open the PhonePe application available on the compatible handset and accept the terms and conditions. They then select their bank from the available list.
During registration, users need to enter the last six digits of their debit card along with the card’s expiry date. They then create their UPI PIN, after which the UPI ID becomes active for payments.
The setup is therefore built around information that users already have through their bank account and debit card. Once registration is complete, the feature phone can be used for supported UPI transactions.
Making Payments Without Internet
The actual payment process is designed to remain fairly straightforward despite the limitations of a feature phone.
A user can open the payment service and select an appropriate option, such as paying through the contact book, mobile number or UPI ID. After choosing the recipient, the user enters the amount and verifies the displayed details before confirming the transaction.
The final step involves entering the UPI PIN. Once the authentication is completed, the payment confirmation is displayed on the phone.
For phones with cameras, there is another option. Users can select Scan and Pay, scan the merchant’s QR code, enter the payment amount and confirm the transaction using their UPI PIN.
This could make small everyday transactions easier for feature-phone users, especially at shops that already accept UPI QR payments.
AI Help Comes In Multiple Languages
A payment system aimed at a wider audience also needs to address another challenge: users may not be familiar with digital banking terminology.
To help with this, PhonePe has introduced a voice-first, AI-powered helpline for UPI 123Pay. The assistant is designed to guide users through activation and answer basic questions about using the service.
The voice assistant supports English and 12 Indian languages. This could be particularly useful for people who are more comfortable speaking than navigating complicated text-based menus.
The idea is important because financial technology adoption is not only about connectivity. Ease of use, language support and confidence also influence whether people actually use digital payment services.
Which Phones Support It
At launch, PhonePe UPI 123Pay is being pre-bundled on selected feature phones from Nokia, HMD, Lava International and Itel Mobile. The company has said that more handset manufacturers are expected to join later.
Not every feature phone should therefore be assumed to support the service immediately. Buyers and existing users will need to check whether their particular handset is compatible.
Camera availability also matters for QR payments. Feature phones without a suitable camera may still use other supported payment methods, but they will not be able to use the Scan and Pay option in the same way as compatible camera-equipped devices.
Why This Matters for India
The significance of the launch goes beyond another payment feature. India has built one of the world’s biggest digital payment ecosystems, but access is still influenced by the device a person owns and the quality of connectivity available to them.
PhonePe’s move attempts to bring more people into that ecosystem without requiring them to upgrade immediately to a smartphone. The company specifically positions the service as a way to improve financial inclusion in rural and semi-urban areas where smartphone access and reliable internet can still be inconsistent.
There is also a practical benefit during situations where mobile data is unavailable. Someone may have a functioning bank account and UPI access but still struggle to make a digital payment if their smartphone has no internet connection.
A feature-phone solution based around lower-bandwidth communication can reduce that dependency.
What Comes Next
The future roadmap could make UPI 123Pay considerably more useful. PhonePe has already indicated that bill payments, mobile recharges and Aadhaar-based UPI onboarding are planned for future updates.
The company is also looking beyond the initial handset partnerships. As more manufacturers potentially integrate the service, availability could expand across different price segments and regions.
The bigger challenge will be adoption. Technology may be available, but users still need compatible phones, supported banking relationships, suitable mobile connectivity and confidence in digital transactions.
If those pieces come together, feature phones could become a much more useful part of India’s digital payment landscape.
Final Takeaway
PhonePe UPI 123Pay represents a notable attempt to make digital payments less dependent on smartphones and mobile internet. By bringing UPI functionality to compatible feature phones, the service can help users send money, pay merchants, check balances and review transactions through simpler devices.
The initial support for Nokia, HMD, Lava and Itel devices gives the service a starting point, while planned additions such as recharges, bill payments and Aadhaar-based onboarding could make it more useful over time. With voice assistance available in English and 12 Indian languages, PhonePe is also addressing the usability gap alongside the connectivity gap. For millions of feature-phone users, this could make digital payments considerably more accessible.
